3-202. LOCAL DEPARTMENTS — FUNDING.
(A) STATE AND FEDERAL FUNDS.
ADMINISTRATIVE COSTS THAT A LOCAL DEPARTMENT INCURS IN CARRYING
OUT THIS SUBTITLE AND SUBTITLE 3 OF THIS TITLE SHALL BE PAID WITH STATE OR
FEDERAL FUNDS AS THE DEPARTMENT PRESCRIBES.
(B) COUNTY FUNDS.
THIS SECTION DOES NOT PROHIBIT A COUNTY FROM APPROPRIATING
ADDITIONAL FUNDS FOR ADMINISTRATIVE COSTS OF A LOCAL DEPARTMENT.
REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 88A, § 13(d).
In subsection (a) of this section, the word "incurs" is added for clarity.
Also in subsection (a) of this section, the phrase "in carrying out this
subtitle and Subtitle 3 of this title" is substituted for the former phrase "for
the purpose of this section" for clarity and to reflect the reorganization of
former Art. 88A, § 13 in this title. No substantive change is intended.
Also in subsection (a) of this section, the reference to costs being paid "out
of allotments from" State or federal funds is deleted as surplusage.
Also in subsection (a) of this section, the reference to the "Department" is
substituted for the former obsolete reference to the "State Department" for
accuracy.

SUBTITLE 3. LOCAL DIRECTORS.
3-301. IN GENERAL.
(A) "LOCAL EXECUTIVE AUTHORITY" DEFINED.
IN THIS SECTION, "LOCAL EXECUTIVE AUTHORITY" MEANS:
(1) EXCEPT AS PROVIDED IN ITEM (2) OF THIS SUBSECTION, THE
COUNTY EXECUTIVE OF A COUNTY THAT HAS A CHARTER FORM OF GOVERNMENT;
(2) THE COUNTY COUNCIL OF TALBOT COUNTY OR WICOMICO COUNTY;
