ELECTED BY THE VOTERS FROM THE SAME COUNCILMANIC DISTRICT AS
THE COUNCILMEMBER WHOSE OFFICE IS VACATED AND PROVIDING THAT
IF A VACANCY OCCURS IN THE OFFICE OF THE COUNTY COUNCIL WITHIN
180 DAYS OF THE EXPIRATION OF THE TERM OF A COUNCILMEMBER, THE
VACANCY SHALL BE FILLED BY APPOINTMENT BY THE DORCHESTER
COUNTY CENTRAL COMMITTEE OF THE POLITICAL PARTY AFFILIATED
WITH THE PERSON WHO VACATED THE OFFICE, WHEN SUCCEEDING A
PARTY MEMBER, AND IF NOT SUCCEEDING A PARTY MEMBER, THEN THE
VACANCY SHALL BE FILLED BY A COMMITTEE OF FIVE (5) PERSONS
APPOINTED BY THE COUNTY COUNCIL, PROVIDING THAT THE PROPOSED
CHARTER AMENDMENT BE SUBMITTED TO THE VOTERS OF DORCHESTER
COUNTY, MARYLAND AT THE GENERAL ELECTION SCHEDULED FOR
NOVEMBER 7, 2006, AND PROVIDING THAT THE PROPOSED CHARTER
AMENDMENT AND LOCAL QUESTION BE CERTIFIED TO THE DORCHESTER
COUNTY BOARD OF ELECTIONS ON OR BEFORE AUGUST 21, 2006.

AN ACT OF THE COUNTY COUNCIL OF DORCHESTER COUNTY TO REPEAL
AND REENACT WITH AMENDMENTS CHAPTER 78, ENTITLED "DOG
CONTROL", OF THE DORCHESTER COUNTY CODE TO PROVIDE FOR A
COMPREHENSIVE SYSTEM FOR THE REGULATION OF DOGS; PROVIDING A
DEFINITION OF POTENTIALLY DANGEROUS DOGS AND DANGEROUS DOGS
AND ADDING REQUIREMENTS FOR DOGS DEEMED DANGEROUS OR
POTENTIALLY DANGEROUS; ENSURING THAT DOGS IN VEHICLES ARE
PROVIDED ADEQUATE VENTILATION; ADDING REQUIREMENTS FOR
CHAINED DOGS INCLUDING FOOD AND WATER; AND PROVIDING, THAT IN
ADDITION TO ANY OTHER PENALTY IMPOSED BY LAW, A PERSON
CONVICTED OF ANY MISDEMEANOR VIOLATION OF THE STATE "CRIMES
RELATING TO ANIMALS" SUCH AS AGGRAVATED CRUELTY TO ANIMALS,
ABUSE OR NEGLECT OF ANIMALS, ARRANGING, CONDUCTING OR USING A
DOG IN DOGFIGHT, KILLING OF A DOG OR CAT BY PROHIBITED MEANS,
AND POISONING A DOG, SHALL NOT POSSESS ANY ANIMAL FOR A PERIOD
OF FIVE (5) YEARS FOLLOWING ENTRY OF CONVICTION; AND PROVIDING
ANY VIOLATION OF THIS ORDINANCE SHALL BE A CIVIL INFRACTION; AND
