SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2007.

Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 275 - Education - Teachers - State and Local Aid Program for
Certification by the National Board for Professional Teaching Standards.
This bill extends the termination date on the State and Local Aid Program for
Certification by the National Board for Professional Teaching Standards (NBPTS)
from May 31, 2008 to June 30, 2013. The bill expands membership in the program to
include teachers seeking recertification, raises the participation limit to 1,000
teachers, and authorizes the State board to fund up to one retake of an unsuccessful
entry on the NBPTS assessment. Senate Bill 57, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
