2007 Laws of Maryland
Ch. 487
eligible to participate, a non-public school
shall: (1) Hold a certificate of approval from or
be registered with the State Board of
Education; (2) Not charge more tuition to a
participating student than the
statewide average per pupil
expenditure by the local education
agencies, as calculated by the
department, with appropriate
exceptions for special education
students as determined by the
department; and (3) Comply with Title VI of the Civil Rights
Act of 1964, as amended. The department shall establish a process to
ensure that the local education agencies
are effectively and promptly working with
the non-public schools to assure that the
non-public schools have appropriate
access to federal funds for which they are
eligible..........................................................

Further provided that the Maryland State
Department of Education shall: (1) Assure that the process for textbook,
computer hardware, and computer
software acquisition uses a list of
qualified textbook, computer hardware,
and computer software vendors and of
qualified textbooks, computer
hardware, and computer software; uses
textbooks, computer hardware, and
computer software that are secular in
character and acceptable for use in any
public elementary or secondary school
in Maryland; and
(2) Receive requisitions for textbooks,
computer hardware, and computer
software to be purchased from the
