Abuse Council with the calculation of
the funding required to move, the
allocation of local prevention and
treatment dollars to be completely
formula-driven over a one-, two-, and
three-year period while at the same
time holding jurisdictions harmless.
The Maryland State Drug and Alcohol
Abuse Council shall submit a report
to the Governor and the budget
committees by February 1, 2008
detailing the funding required to
implement a phase-in to a full
formula allocation for each of the
scenarios and also identifying a
