BY repealing and reenacting, with amendments,
Article 2B - Alcoholic Beverages
Section 15-207(h)(2)
Annotated Code of Maryland
(2001 Replacement Volume and 2003 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 2B - Alcoholic Beverages

15-207.

(h) (1) This subsection applies only in Worcester County.

(2) (I) All net profits arising from the operation of these dispensaries
are first applied towards the payment of any and all sums advanced to or borrowed by
the Liquor Control Board THAT ARE CURRENTLY DUE AND OWING.

(II)     After these sums are paid, the Board is authorized to create and
maintain a reserve fund not to exceed $400,000.

(III)   The reserve fund is maintained to provide adequate working
capital and to meet any losses that may be sustained by the Board in the operation of
these dispensaries.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted.

Howard County Board of Education - Election to Fill Vacancy

FOR the purpose of altering the procedure for filling vacancies on the Howard County
Board of Education; authorizing the County Executive of Howard County to fill
a vacancy for a limited period under certain circumstances; requiring vacancies
that occur before a certain time to be filled at a general election; specifying how
to determine which candidates are elected to which offices on the County Board
