ROBERT L. EHRLICH, JR., Governor                              Ch. 79

(B) SUBJECT TO SUBSECTION (B) OF THIS SECTION, ON OR BEFORE
DECEMBER 1 OF EACH YEAR, THE ADMINISTRATION, IN ACCORDANCE WITH § 2-1246
OF THE STATE GOVERNMENT ARTICLE, SHALL PROVIDE AN ANNUAL REPORT TO THE
GENERAL ASSEMBLY BASED ON THE VULNERABILITY ASSESSMENT INFORMATION
GATHERED UNDER SUBSECTION (A) OF THIS SECTION, IDENTIFYING RISKS TO
TRANSPORTATION SECURITY, INCLUDING:
CONCERNING PUBLIC TERMINALS
SUBMITTED BY THE ADMINISTRATION TO THE UNITED STATES COAST GUARD UNDER
THE FEDERAL MARITIME TRANSPORTATION SECURITY ACT OF 2002.

(1) PROPOSED SAFETY STANDARDS TO ADDRESS IDENTIFIED RISKS;

(2) A TIMELINE FOR IMPLEMENTING PROPOSED STANDARDS; AND

(3) ESTIMATES OF THE IMPLEMENTATION COSTS, ALLOCATED
BETWEEN THE STATE AND PRIVATE INDUSTRY.

(B) WITH RESPECT TO ANY VULNERABILITY CONCERNS REPORTED BY THE
ADMINISTRATION TO THE UNITED STATES COAST GUARD, THE REPORT TO THE
GENERAL ASSEMBLY REQUIRED UNDER THIS SECTION:

(1)      SHALL PROVIDE AN ESTIMATE OF THE COSTS OF ADDRESSING THE
VULNERABILITY CONCERNS;

(2)      SHALL STATE THE AMOUNT OF ANY GRANTS OR OTHER FEDERAL
FUNDS RECEIVED OR REQUESTED BY THE ADMINISTRATION TO ADDRESS THE
VULNERABILITY CONCERNS AND SHALL INCLUDE INFORMATION ON THE STATUS OF
ANY PENDING REQUESTS FOR FEDERAL FUNDS; AND

(3)      MAY NOT INCLUDE THE SPECIFIC DETAILS OF ANY VULNERABILITY
CONCERNS THE DISCLOSURE OF WHICH COULD COMPROMISE, IN ANY WAY,
TRANSPORTATION SECURITY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2004.

AN ACT concerning

Alcoholic Beverages - Winery Special Event and Charity Wine Auction

Permits

FOR the purpose of altering the length of time for which a winery special event
permit is effective;
altering the frequency for issuing winery special event
permits; repealing a certain requirement for the issuance of a permit; altering
the fee for charity wine auction permits; and generally relating to winery special
event and charity wine auction permits.
