and no more than one license shall be issued for the same premises except as provided
in §§ 2-201 through 2-208, 2-301, and 6-701, and nothing herein shall be construed
to apply to [subsections (b) and (c) of] § 7-101(B) AND (C), § 8-202(G)(2)(II) AND (III), or
[to] § 12-202 [(pertaining to special music or dancing licenses for Anne Arundel
County)] of this article.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 876 - Frederick County - Solid Waste Disposal Fee or Tax.
This bill authorizes the Board of County Commissioners of Frederick County to
establish, charge, levy, and collect a fee or tax for specified costs for the collection and
disposal of solid waste. It specifies that the Board's authority extend to all municipal
corporations in the County.
Senate Bill 606, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
House Bill 876.

AN ACT concerning
Frederick County - Solid Waste Disposal Fee or Tax
FOR the purpose of authorizing the Board of County Commissioners of Frederick
County to establish, charge, levy, and collect a fee or tax for certain costs for the
collection and disposal of solid waste; specifying that the Board's authority
extends to all municipal corporations in the County; specifying the manner in
which the fee or tax is to be collected and secured; specifying the penalties,
procedure, sale, and lien priority for the fee or tax; and generally relating to a
solid waste disposal fee or tax in Frederick County.
