SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 2B - Alcoholic Beverages

4-201.

(a) A Class A light wine license may be issued only in:
(1) Baltimore County;
(2) CALVERT COUNTY;
(2) (3) Carroll County;

(3)     (4) Dorchester County;

(4)     (5) Frederick County;
(5) (6) Garrett County;
(6) (7) Harford County;
(7) (8) Montgomery County;

(8)   (9) QUEEN ANNE'S COUNTY;
(10) ST. MARTS COUNTY;

[(8)] (9) (11) Somerset County;

[(9)] (10) (12) Talbot County; and

[(10)] (11) (13) Washington County.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2004.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 551 - Insurance - Premium Financing - Electronic Payment Fee.

This bill requires a premium finance agreement to include a specified disclosure,
which authorizes a premium finance agreement to require the insured to pay an
electronic payment fee, if the insured elects to pay the premium finance company by
