S.B. 227                                                 VETOES

(e) (4) (i) If the court reverses the action of the local licensing board it
shall file with the papers a written statement of the reasons. The court may modify,
as well as affirm or reverse, the action of the local licensing board. Costs shall be
awarded as in other civil cases.

(ii) In addition to the other powers of the court provided in this
article, the court may remand the proceedings to the local licensing board in the
following jurisdictions:

1.       Baltimore City;

2.       Carroll County;

3.       Charles County;

4.       Frederick County;

5.       HARFORD COUNTY;
[5.]  6. Howard County;
[6.]   7. Montgomery County;

[7.] 8. Prince George's County; and

[8.] 9. St. Mary's County.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2004.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 227 — Harford County - Alcoholic Beverages Licenses - Transfers.

This bill alters the criteria required for use by the Harford County Liquor Control
Board when transferring an alcoholic beverages license for use in a business in
Harford County.

House Bill 339, which was passed by the General Assembly and signed by me on April
27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 227.
