Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 92 - Frederick County - Bond Rating Enhancement Reserve and
Appropriation.
This bill requires the Board of County Commissioners of Frederick County to
establish and maintain a bond rating enhancement reserve, and establish criteria for
maintaining the reserve. It authorizes the County Commissioners to increase
appropriations and expend the increased appropriations, and requires the County
Commissioners to establish, by ordinance, criteria for increasing appropriations and
expending the increased appropriations. It also requires the increase to be derived
from the reserve or a specified general fund.
House Bill 523, which was passed by the General Assembly and signed by me on May
11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 92.

AN ACT concerning
Frederick County - Bond Rating Enhancement Reserve and Appropriation
FOR the purpose of requiring the Board of County Commissioners of Frederick
County to establish and maintain a bond rating enhancement reserve and
establish criteria for maintaining the reserve; stating the purpose of the reserve;
authorizing the County Commissioners to increase appropriations and expend
the increased appropriations; requiring the County Commissioners to establish,
by ordinance, criteria for increasing appropriations and expending the increased
appropriations and requiring the increase to be derived from the reserve or a
certain general fund; defining certain terms; and generally relating to the bond
rating enhancement reserve and appropriation in Frederick County.
