(II) DATA NECESSARY TO EVALUATE CHANGES IN FUNCTIONING
OF THE CHILD AS PROVIDED IN SUBSECTION (C) OF THIS SECTION.
(3) WHEN REPORTING DEMOGRAPHIC INFORMATION AND DATA UNDER
PARAGRAPH (2) OF THIS SUBSECTION, A COOPERATING DEPARTMENT:
(I) MAY NOT DISCLOSE PERSONAL IDENTIFIERS; AND
(II) SHALL ENSURE THE CONFIDENTIALITY OF THE INFORMATION
ABOUT THE CHILDREN UNDER ITS RESPONSIBILITY.
(E) (1) ON OR BEFORE JULY 31, 2005, THE LEAD AGENCY AND THE
COOPERATING DEPARTMENTS SHALL HAVE PLANNED AND DEVELOPED
DETERMINED THE COST OF THE UNIFORM SYSTEM FOR OUTCOMES EVALUATION.
(2) ON OR BEFORE JULY 31, 2006, THE LEAD AGENCY AND THE
COOPERATING DEPARTMENTS SHALL TEST THE FUNCTIONALITY OF THE SYSTEM
DEVELOPED IN ACCORDANCE WITH SUBSECTION (C) OF THIS SECTION AND MAKE
NECESSARY CHANGES TO ENSURE THE SYSTEM'S FUNCTIONALITY.
(3) ON OR BEFORE DECEMBER 31, 2008, THE LEAD AGENCY AND THE
COOPERATING DEPARTMENTS SHALL ENSURE THAT ALL OUT OF HOME
PLACEMENT FACILITIES, INCLUDING RESIDENTIAL CHILD CARE FACILITIES AND
RESIDENTIAL TREATMENT CENTERS, PARTICIPATE IN THE UNIFORM SYSTEM FOR
OUTCOMES EVALUATION.
(F) THE GOVERNOR AND THE SECRETARY OF EACH COOPERATING
DEPARTMENT SHALL INCLUDE IN EACH YEAR'S BUDGET FOR THE DEPARTMENT THE
FUNDS REQUIRED TO PLAN, DEVELOP, TEST, AND IMPLEMENT THE SYSTEM OF
OUTCOMES EVALUATION.
(G) SUBJECT TO § 2-1246 OF THE STATE GOVERNMENT ARTICLE, ON OR
BEFORE SEPTEMBER 1, 2004, AND ON OR BEFORE SEPTEMBER 1 OF EACH YEAR
THEREAFTER, THE LEAD AGENCY AND THE COOPERATING DEPARTMENTS SHALL
SUBMIT A JOINT REPORT TO THE GENERAL ASSEMBLY ON THE PROGRESS OF
DEVELOPING, PLAN FOR THE SYSTEM FOR OUTCOMES EVALUATION AND THE COST
OF TESTING; AND IMPLEMENTING THE SYSTEM FOR OUTCOMES EVALUATION FOR
OUT-OF-HOME PLACEMENT OF CHILDREN.

AS PROVIDED IN ARTICLE 49D, § 12 OF THE CODE, THE DEPARTMENT SHALL
COOPERATE IN DEVELOPING AND IMPLEMENTING A UNIFORM SYSTEM OF
EVALUATING THE SUCCESS OF SERVICES TO CHILDREN IN OUT OF HOME
PLACEMENT.
