SECTION 5. AND BE IT FURTHER ENACTED, That the publishers of the
Annotated Code, in consultation with the Department of Legislative Services, shall
correct any cross-references rendered obsolete by this Act.

SECTION 6. AND BE IT FURTHER ENACTED, That, if any other enactment
of the 2004 Session of the General Assembly affects a provision of law that is
recodified under this Act, the publishers of the Annotated Code, in consultation with
the Department of Legislative Services, shall reconcile the enactments as necessary
to effectuate:

(1)     the recodification scheme of this Act; and

(2)     the substantive intent of the other enactment.

SECTION 7. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2004.

AN ACT concerning

Charles County - Bel Alton High School Loan of 1996

FOR the purpose of amending Chapter 130 of the Acts of the General Assembly of
1996 to extend the time by which the Bel Alton High School Alumni Restoration
Committee Board of Public Works must encumber or expend the loan proceeds
of the Charles County Bel Alton High School Loan of 1996
require that the loan
proceeds be encumbered by the Board of Public Works or expended for certain
purposes by a certain date
; and making this Act an emergency measure.

BY repealing and reenacting, with amendments,

Chapter 130 of the Acts of the General Assembly of 1996
Section 1

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Charles
County - Bel Alton High School Loan of 1996 in a total principal amount equal to the
lesser of (i) $250,000 or (ii) the amount of the matching fund provided in accordance
with Section 1(5) below. This loan shall be evidenced by the issuance, sale, and
