It is the intent of the General Assembly
that, beginning in fiscal 2006, the
Governor shall provide the State grant
funding for the Maryland Psychiatric
Research Center in the University of
Maryland, Baltimore budget rather than
the Department of Health and Mental
Hygiene budget. Further, it is the intent
of the General Assembly that this State
grant funding is an addition to the
University of Maryland, Baltimore's base
budget and that the transfer of funding
occur only if a written agreement between
the Department of Health and Mental
Hygiene and the University of Maryland,
Baltimore addressing facility issues and
any unresolved operating budget concerns
is submitted to the budget committees.
The agreement shall be submitted by
September 1, 2004 and the committees
shall have 30 days to review and
comment.
