(i) 180 days after the occurrence of the crime or delinquent act on
which the claim is based; or

(ii) 180 days after the death of the victim.

(2)     For good cause, the Board may extend the time for filing up to [2] 3
years after the occurrence of the crime or delinquent act or the death of the victim.

(3)     In a case of child abuse, a claimant may file a claim up to [2] 4 3
years after the claimant knew or should have known of the child abuse.

11-810.

(a) (1) The Board may make an award only if the Board finds that:

(i) a crime or delinquent act was committed;

(ii) the crime or delinquent act directly resulted in:

1.       physical injury to or death of the victim; or

2.       psychological injury to the victim that necessitated mental
health counseling;

(iii) police, other law enforcement, or judicial records show that the
crime or delinquent act or the discovery of child abuse was reported to the proper
authorities within 48 hours after the occurrence of the crime or delinquent act or the
discovery of the child abuse; and

(iv) the victim has cooperated fully with all law enforcement units.

(2) For good cause, the Board may waive the requirements of paragraph
(1)(iii) and (iv) of this subsection.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2004.

AN ACT concerning

Dorchester County - Alcoholic Beverages - Fines and Suspensions

FOR the purpose of authorizing the Board of License Commissioners for Dorchester
County to impose a certain fine in addition to or instead of suspending a license
for a violation that is a cause for suspension under alcoholic beverages laws that
apply in Dorchester County; specifying that certain penalties are in addition to
and do not limit certain other penalties and are independent of certain court
action; requiring that certain money be deposited into the general fund of the
