AN ORDINANCE concerning:
Fire Service Retirement Plan
FOR the purpose of amending the Fire Service Retirement Plan; counting accrued
disability leave as service; changing the normal retirement date; creating
certain exceptions to the maximum retirement benefit; permitting certain
benefits to continue to remarried spouses of deceased employees; creating a
Deferred Retirement Option Program (DROP); adding certain definitions;
establishing eligibility for the DROP; requiring applications; limiting the
number of participants; specifying the participation period and its expiration;
providing for retirement upon the expiration of participation; establishing the
status of participants; creating the DROP fund and requiring the deposit of
certain amounts into the fund; providing for the account balances of
participants; providing for early withdrawal from participation; establishing
certain entitlements upon disability or death during participation; providing for
the retirement benefits of participants; providing the manner of payment for the
DROP benefit; specifying and allowing the designation of beneficiaries for the
DROP; imposing certain conditions upon reemployment of participants;
providing limited retroactive applicability for this Ordinance; and generally
relating to the Fire Service Retirement Plan.
BY repealing and reenacting, with amendments:
Article 7, §§ 4-202(b); 4-205 (as amended by Bill No. 42-00); 4-206(a) (as
amended by Bill No. 42-00); 4-209(e); and 4-211(b) and (f)(2)

BY adding:
Article 7, § 4-206(b), and §§ 4-302 through 4-315 to be under the new subtitle
"Subtitle 3. Deferred Retirement Option Plan"

BY renumbering:
Article 7, § 4-206(b), (c), and (d) to be Article 7, § 4-206(c), (d), and (e),
respectively
