FORTH THEREIN, SUBJECT TO THE PROVISO THAT THIS RESOLUTION
SHALL BE OF NO FORCE AND EFFECT UNLESS AND UNTIL CHARTER
RESOLUTION NO. 1997-2R IS ADOPTED AND TAKES EFFECT. [Sections C2-1, C2-2, AND C2-3 of the Charter of the Town of New Windsor,
Carroll County, as found in the Public Local Laws of Maryland - Compilation of
Municipal Charters (1990 Replacement Edition and 2000 Supplement), repealed. Effective Date September 24, 1998]

Resolution No. 1997-2R A RESOLUTION CONCERNING THE CHARTER OF THE TOWN OF NEW
WINDSOR FOR THE PURPOSE OF ENACTING ANEW SECTION C2-1 THERETO
AS PUBLISHED BY GENERAL CODE PUBLISHERS CORPORATION TO
PROVIDE FOR A DESCRIPTION OF THE BOUNDARIES OF THE TOWN OF NEW
WINDSOR. [Section C2-1 of the Charter of the Town of New Windsor, Carroll County, as
found in the Public Local Laws of Maryland — Compilation of Municipal Charters
(1990 Replacement Edition and 2000 Supplement), added. Effective Date September 24, 1998]
Charter Amendment Resolution
Resolution No. 1997-3R A Resolution concerning the Charter of New Windsor For the purpose of generally amending and revising the Charter of the Town of
New Windsor; to redefine its corporate powers and organization; to remove references
to gender; to redefine the qualification of Council members, their powers, time of
meeting and clarify the votes required for Council action; to clarify various budgetary
procedures; to correct obsolete references to State laws; to clarify the professional
services and competitive bidding processes; to specify certain offenses and the
penalties therefore; to delete transitional, obsolete and duplicative provisions; to
renumber the sections of the Charter; and relating generally to the governmental
affairs of said Town. [Sections C3-1, C3-2, C3-4, C4-1, C5-1B, C5-1C, C5-3, C6-10, C6-11, C6-13,
C6-17, C7-15, C7-20, C7-23, C8-4, C10-5, C11-1, C12-1, C12-2, C13-4, C13-5,
C13-6 of the Charter of the Town of New Windsor, Carroll County, as found in the
Public Local Laws of Maryland - Compilation of Municipal Charters (1990
Replacement Edition and 2000 Supplement), repealed and reenacted, with
amendments.
