adjusted by the change for the calendar year preceding the fiscal year in the Consumer
Price Index - All Urban Consumers - Medical Care as published by the United States
Bureau of Labor Statistics to the Maryland Automobile Insurance Fund; and
4. The balance to the General Fund. SECTION 3. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
take effect upon the taking effect of Chapter (S.B. 323) of the Acts of the General
Assembly of 2002. If Chapter (S.B. 323) takes effect, then with no further action
required by the General Assembly, Section 1 of this Act shall be abrogated and of no
further force and effect.
SECTION 2. 4. AND BE IT FURTHER ENACTED, That, subject to Section 3
of this Act,
this Act shall take effect July June 1, 2002.

vetoed Senate Bill 639 - Maryland Security Protection Act of 2002. This bill seeks to enhance State security by: (1) expanding coverage of the Wiretap
Act; (2) expanding the territorial limits of the Maryland Transportation Authority; (3)
requiring the use of security ID badges in airports; (4) expanding the powers of
security officers at nuclear power plant facilities; and (5) creating a new crime of
knowingly or fraudulently obtaining a commercial driver's license by
misrepresentation. House Bill 1036, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
