17-540. BY FILING THE WRITTEN CONSENT REQUIRED UNDER § 17-537(B)(6) OF THIS
SUBTITLE, THE NONRESIDENT REAL ESTATE BROKER OR NONRESIDENT REAL
ESTATE SALESPERSON APPOINTS THE SECRETARY OF STATE EXECUTIVE DIRECTOR
OF THE COMMISSION AS AGENT TO RECEIVE A SUBPOENA, SUMMONS, OR OTHER
PROCESS. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 532 - State Employees - Contractual Employees - Break In
Service. This bill provides that certain contractual employees who were employed by the
Washington County Housing Authority and who become a permanent State employee
shall be given credit for service in the contractual position for the purpose of
establishing steps in the pay grade, annual leave and seniority rights. The bill
sunsets on September 30, 2003. House Bill 359, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate

Governor Senate Bill No. 532 AN ACT concerning State Employees - Contractual Employees - Break In Service FOR the purpose of providing that a contractual employee who has a break in service
for a certain period of time, who is employed in a certain position during that
break in service, and who is selected to fill a certain budgeted position, shall be
given credit for service in the contractual position for the purpose of establishing
steps in the pay grade applicable to the budgeted position, annual leave, and
seniority rights and shall become a member of the Employees' Pension System of
the State of Maryland; providing for the application of this Act; providing for the
termination of this Act; and generally relating to the rights of contractual
