In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 14 - Circuit Court Clerks - Salary. This bill repeals minimum salary requirements for circuit court clerks and increases
the maximum salary for circuit court clerks from $75,000 to $85,000, effective at the
beginning of the next term of office. House Bill 39, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate

Governor Senate Bill No. 14 AN ACT concerning Circuit Court Clerks - Salary FOR the purpose of altering the maximum salary that the Board of Public Works may
set for a clerk of a circuit court; repealing the minimum salaries for the clerks of
the circuit courts; and providing that this Act does not apply to the salary or
compensation of an incumbent clerk. BY repealing and reenacting, with amendments,
Article - Courts and Judicial Proceedings
Section 2-504 Annotated Code of Maryland (1998 Replacement Volume and 2001 Supplement) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - Courts and Judicial Proceedings 2-504. (a) The clerk of each circuit court shall receive an annual salary of not [less
than $10,000 or] more than [$75,000] $85,000 as set by the Board of Public Works on
the basis of the relative volume of business and receipts in [his] THE CLERK'S office.
[In Baltimore City, the clerk's salary may not be less than $12,000.] (b) A clerk shall devote his full working time to the duties of [his] THE
CLERK'S office and is entitled to the salary prescribed in subsection (a). (c) The salary of a clerk is payable biweekly. SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
Section 35 of the Constitution of Maryland, this Act may not be construed to extend or
apply to the salary or compensation of the clerk of each circuit court in office on the
