stadium alcoholic beverages license; requiring the prior written approval of the
Harford County Liquor Control Board for certain activities; making stylistic
changes; and generally relating to the Harford County stadium alcoholic
beverages license. BY repealing and reenacting, with amendments,

Section 8-213.1 and 11-513
Annotated Code of Maryland
(2001 Replacement Volume) SECTION 1, BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article 2B - Alcoholic Beverages 8-213.1. (a) This section applies only in Harford County. (b) There is a stadium [beer and light wine] on-sale license in Harford
County. (c) (1) The Liquor Control Board may issue a stadium [beer and light wine
on-sale license] ALCOHOLIC BEVERAGES LICENSE FOR A STADIUM OWNED BY THE
CITY OF ABERDEEN COVERING ON-PREMISES SALE OF BEER, WINE, AND LIQUOR to
the owner [or lessee], LESSEE, OR CONCESSION MANAGER of a professional baseball
stadium for use on the [stadium] LICENSED premises. (2) FOR THE PURPOSE OF THIS SECTION: (I) "CONCESSION MANAGER" MEANS A SINGLE INDIVIDUAL OR
SINGLE ENTITY CONTRACTUALLY OBLIGATED TO PROVIDE AND SUPERVISE
COMPREHENSIVE MANAGEMENT OF ALL FOOD AND BEVERAGE SALES BY
CONCESSIONAIRES ON THE LICENSED PREMISES; AND (II) "LICENSED PREMISES" INCLUDES THE STADIUM FACILITY AND
STADIUM PARKING LOTS. (d) (1) [A] SUBJECT TO THE PROVISIONS OF PARAGRAPH (2) OF THIS
SUBSECTION, A stadium [beer and light wine on-sale] ALCOHOLIC BEVERAGES
license authorizes the holder to sell beer [and, if sold with a meal, light wine], WINE,
AND LIQUOR on the licensed premises: [(1)] (I) For consumption only on the licensed premises;
[(2) In a plastic, styrofoam, or paper container, except that a glass
container may be used in an enclosed dining area in which patrons are seated;
(3) To a person present:
