(C) UNLESS THE ADMINISTRATIVE OFFICE OF THE COURTS AND A COUNTY
AGREE OTHERWISE, THE COUNTY MAY NOT DECREASE THE NET USABLE SQUARE
FOOTAGE ALLOCATED TO THE CLERK OF THE CIRCUIT COURT FOR THE COUNTY
BELOW THE NET USABLE SQUARE FOOTAGE ALLOTTED FOR FISCAL YEAR 2002. SECTION 2. AND BE IT FURTHER ENACTED, That, except as expressly
provided in this Act, this Act does not modify any existing duty, liability, or
responsibility of the State, a county, or Baltimore City. SECTION 3. AND BE IT FURTHER ENACTED, That: (1) Beginning in fiscal year 2003 2004 and each fiscal year thereafter, each
county and Baltimore City shall use the savings resulting from this Act solely to
increase local expenditures for the circuit courts or related public safety purposes; (2) In fiscal years 2003 2004 through 2010 2011, each county and Baltimore
City shall report to the Department of Budget and Management on or before
November 1 on circuit court or related public safety expenditures to which the savings
resulting from this Act have been applied. The Department of Budget and
Management shall report these expenditures to the Chief Judge of the Court of
Appeals and, subject to § 2-1246 of the State Government Article, to the General
Assembly; and (3) Circuit court or related public safety expenditures required under this
section shall be used to supplement and may not supplant existing local expenditures
for the same purpose. SECTION 4. AND BE IT FURTHER ENACTED, That no more than $250,000 in
State general funds may be used to carry out the provisions of this Act in fiscal 2004.
No more than $500,000 in State general funds may be expended to carry out the
provisions of this Act in fiscal 2005.
SECTION 4. 5. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2002 2003. Approved May 16, 2002.

(Senate Bill 199) AN ACT concerning Clerks of Circuit Courts - Auditor's Reports and Bonds - Recording and Indexing FOR the purpose of repealing requirements for the clerks of the circuit courts to
record and index an auditor's report as to the disposition of the proceeds of sales
of property, after ratification by a circuit court, and a bond given in any court
proceeding; stating the intent of the General Assembly with regard to certain
