Funds are appropriated in other agency
budgets to pay for services provided by
this program. Authorization is hereby
granted to use these receipts as special
funds for operating expenses in this
program.
UNIVERSITY SYSTEM OF MARYLAND
The Chancellor and the presidents of the
University System of Maryland
institutions shall not create any
permanent positions within the
University System of Maryland so that
the total number of positions exceeds
20,327. Any permanent positions created
above the 20,327 permanent position
ceiling must be approved by the Board of
Public Works.
The appropriation herein for the University
System of Maryland institutions shall be
reduced by $31,997,835 $21,402,450
$25,213,939 in unrestricted funds. The
allocation of the reduction shall be
determined by the University System of
Maryland Board of Regents. The Board of
Regents shall submit a letter to the
budget committees by July 1, 2002
specifying how the allocation will be
distributed among the system
institutions. The Board of Regents shall
allocate the reduction in such a way that
(1) the fiscal 2003 general fund support
for Bowie State University, University of
Maryland Eastern Shore, and Coppin
State College shall exceed their respective
fiscal 2002 general fund support by a
percentage greater than or equal to the
average growth in general fund support of
all other institutions, except University of
Maryland Biotechnology Institute and
University of Maryland Center for
Environmental Science, that experience
