department's general fund appropriation
be withheld pending the departments

(1) reaching a mutually acceptable
settlement with the U.S. Department of
Labor regarding all outstanding monies
as detailed in the U.S. Department of
Labor audit report dated October 30,
2001 and the State Office of Legislative
Audits report dated January 2002;
(2) adequately staffing its Office of Budget
and Fiscal Services; and
(3) submitting a reorganization plan to the
committees addressing the structural
issues raised in the various audits,
including but not limited to the
department's planned changes, a
specific time line for implementing
these changes, the expected results, and
a Quality control system to monitor the
department's interaction with the
federal government.
