The Department of Health and Mental
Hygiene may not transfer positions from the Developmental Disabilities Administration to other areas of the
department. If positions are not needed in
the State residential centers because of
deinstitutionalization, the department.
should either transfer these positions to
community services programs or
eliminate the positions. Provided that 5.75 regular positions are
deleted from this budget.
