(ii) the budget committees of the General Assembly have reviewed
and commented on the cost estimate or 45 days elapse from the date the cost estimate
is received by the committees.
(4) (5) The bonds issued under the authority of this Act do not create or
constitute any indebtedness or obligation of the State or of any political subdivision
thereof except the University System of Maryland and Morgan State University, and
the bonds shall so state on their face. The bonds do not constitute a debt or obligation
contracted by the General Assembly of Maryland or pledge the faith and credit of the
State within the meaning of Article III, Section 34 of the Constitution of Maryland.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July June 1, 2002.

AN ACT concerning
Health Insurance - Mental Illness - Coverage for Residential Crisis Services
FOR the purpose of requiring certain insurers, nonprofit health service plans, and
health maintenance organizations to provide coverage for medically necessary
residential crisis services for an insured or enrollee with a mental illness under
certain circumstances; providing that certain services may be delivered under a
managed care system; defining a certain term; providing for the application of
this Act; and generally relating to coverage for residential crisis services under
health insurance.
