NATIONAL PROFESSIONAL ASSOCIATION OR STATE LICENSURE OR CERTIFICATION
BOARD FOR BUSINESS AND HEALTH PROFESSIONS AND OCCUPATIONS; AND
(2) SATISFIES THE REQUIREMENTS BEYOND THE BACCALAUREATE
LEVEL FOR LICENSURE OR CERTIFICATION IN A PROFESSION OR OCCUPATION.
(B) AN INSTITUTION OF HIGHER EDUCATION MAY ESTABLISH A GRADUATE
PROFESSIONAL CERTIFICATE PROGRAM IF THE INSTITUTION OFFERS A DEGREE
PROGRAM DIRECTLY RELATED TO THE AREA OF LICENSURE OR CERTIFICATION.
(C) (1) THE PRESIDENT OF AN INSTITUTION OF HIGHER EDUCATION SHALL
NOTIFY THE GOVERNING BOARD OF THE INSTITUTION AND THE COMMISSION OF
THE INSTITUTION'S INTENT TO OFFER A GRADUATE PROFESSIONAL CERTIFICATE
PROGRAM.
(2) THE PROGRAM SHALL BE APPROVED BY THE COMMISSION AND
IMPLEMENTED CONSISTENT WITH THE PROVISIONS OF THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2002, contingent on the taking effect of Chapter 244 (S.B. 85/H.B.
731) of the Acts of the General Assembly of 2002, and if Chapter 244 does not become
effective, this Act shall be null and void without the necessity of further action by the
General Assembly.

(Senate Bill 658)
AN ACT concerning
Developmental Disabilities Administration - Supplemental Security
Income - Cost-of-Living Increase
FOR the purpose of prohibiting the Developmental Disabilities Administration from
retaining cost-of-living increases in the Supplemental Security Income of
individuals receiving residential or day program services provided by the
Administration for a developmental disability; requiring the Administration to
add the cost-of-living increase to the individual's personal needs allowance;
defining a certain term; allowing the Administration to use certain funds from
the Waiting List Equity Fund for certain purposes; requiring the Administration
to reimburse a certain fund; making this Act an emergency measure; providing
for the termination of this Act; and generally relating to the Developmental
Disabilities Administration and the Supplemental Security Income increases
received by individuals with developmental disabilities.
BY repealing and reenacting, without amendments,
