(c) (1) Notwithstanding subsection (b) of this section, if a custodial parent
applies for public assistance and has been convicted of a felony involving the
possession, use, or distribution of a controlled dangerous substance since August 22,
1996, the custodial parent shall be subject to testing for substance abuse, as provided
by the Department, and to treatment, as required under § 50A of this article, [in
addition to the provisions of § 50A of this article] for a period of 2 years starting from
the date of application, to the extent permissible by federal law.

(a) (4) On the completion of an individual's participation in the Program, a
service provider shall transfer to the individual's individual development account
[or], as provided in the individual's contract with the service provider, an amount
equal to the matching funds held on behalf of the individual during the individual's
participation in the Program, including any interest on the matching funds.
