(d)     The Department of Natural Resources shall coordinate with other State
agencies to provide staffing for the Task Force.

(e)     A member of the Task Force may not receive compensation but is entitled
to reimbursement for expenses under the Standard State Travel Regulations, as
provided in the State budget.

(f)      The Task Force shall:

(1)     Study available information on streams, impacts on streams, and
methods to prevent those impacts and improve stream quality, including:

(i) Information from ongoing State and local government programs
including the Watershed Targeting Initiative of the Chesapeake Bay Program; and

(ii) Information from case histories of stream impact, including
Jabez Branch in Anne Arundel County.

(2)     Develop options for a coordinated, cooperative process involving State
and local government agencies, private individuals, and civic, environmental, and
business organizations to protect and enhance stream environmental quality
statewide. The process may include:

(i) Formalized coordination among State and local government
agencies;

(ii) Establishment of a clearinghouse for compiling information on
streams, existing and potential impacts, and ongoing activities to protect and enhance
stream quality;

(iii) Creation of a mechanism for prioritizing streams deserving
attention;

(iv) Promotion of volunteer activities by private individuals and
civic, environmental, and business organizations; and

(v) Identification of specific management measures that could be
adopted by State and local government agencies, including measures to control the
cumulative impacts of growth and development.

(3)     Prepare a report summarizing its findings and recommendations.

(g)     The Task Force shall submit its findings and recommendations to the
Governor, the Governor's Commission on Growth in the Chesapeake Bay Region, and,
subject to § 2-1246 of the State Government Article, the General Assembly on or
before September 1, 1991.]
