An Act to repeal and enact a new Section 5.200 "Annual Salary" of Subtitle 2
"Compensation" of Title 5 "County Council" of the Howard County Code to set
the annual salary of the members of the Howard County Council for the term
beginning in December of 2002.
Bill No. 6-2002
An Act to repeal and enact a new Section 6.100 "Annual Salary" of Subtitle 1
"Compensation of the County Executive" of Title 6 "County Executive and the
Executive Branch" of the Howard County Code to set the annual salary of the
Howard County Executive for the term beginning in December of 2002.
Bill No. 9-2002
AN ACT making the County Executive the appointing authority for the Director of
Housing and Community Development on a certain date; eliminating the
appointment authority for the Housing and Community Development
Administrator on a certain date; changing the appointing authority for the
Human Services Manager I - Housing Assistance Administrator on a certain
date; and making the Director of Public Works the appointing authority for the
Engineering Manager II — Chief, Bureau of Facilities.

Bill No. 12-2002
AN ACT repealing a provision that terminates the Local Children's Board on June 30,
2002; further defining the purpose of the Local Children's Board; authorizing
certain members of the Board to select designees to serve in their place;
specifying that a designee has the name rights in relation to the Board as the
member selecting the designee has; altering the Board membership; authorizing
the appointment of a Local Children's Board Coordinator and specifying the
manner of the appointment; prohibiting dual status of the Local Children's
Board's sub-contractors and sub-grantees; requiring the Board to submit an
annual report to include goals and objectives for the Board, review and make
recommendations on and monitor contracts, participate in decision making for
the expenditure of funds in collaboration with the appropriate state agency
and/or local entity and participate in the evaluation of certain staff members,
develop an evaluation plan and establish baseline results; re-authorizing a
review panel every three years and establishing a minimum number of
