AN ACT concerning

Rental Housing Licenses - Pilot Program

FOR the purpose of establishing a rental housing license program in a pilot program
area of the county for certain rental properties; requiring a property owner to
receive a license before renting certain property; exempting certain rental
property from the license requirement; requiring an applicant to submit certain
information; providing for the renewal and transfer of licenses; authorizing the
Director to inspect rental properties upon application and upon complaint;
authorizing the Director to deny, suspend, or revoke a license under certain
circumstances; providing for a hearing for the property owner or tenant under
certain circumstances and in accordance with certain procedures; authorizing
an appeal from a hearing in accordance with certain procedures; providing for a
civil penalty; providing for the cumulation of remedies; establishing the
purposes of this Article; defining certain terms; authorizing the Department to
adopt regulations; providing for the termination of the pilot program; requiring
a report; and generally relating to rental housing licenses.
