Charter Amendment Resolution No.: 7-1-01, 2001

Amending Section 26-23, Qualifications of Voters, Section 26-32, Conduct of
Elections, and Section 26-38, Penalties.

RESOLUTION of the Mayor and Council of the Town of Chesapeake City,
Maryland, adopted pursuant to Section 13 of Article 23A of the Annotated Code of
Maryland, for the purpose of amending Sections 26-23, 26-32 and 26-38 of the
Charter of the Town of Chesapeake City, entitled Qualifications of Voters, Conduct of
Elections, and Penalties, respectively, for the purpose of establishing the
qualifications of voters to be the same, and consistent with, the State of Maryland,
and to provide for election conduct and penalties for the violation of same.

[Sections 26-23, 26-32, and 26-38 of the Charter of the Town of Chesapeake
City, Cecil County, as found in the Public Local Laws of Maryland - Compilation of
Municipal Charters (1990 Replacement Edition and 2002 Supplement), repealed and
reenacted, with amendments.

Effective Date October 2, 2001]

CHESTERTOWN

(Kent County)

Chestertown Annexation Resolution No. 1

WHEREAS, the Mayor and Council of Chestertown has authority to annex land
pursuant to Art. 11-E of the Constitution of the State of Maryland and Section 19 of
Art. 23A of the Annotated Code of Maryland 1975 Edition as amended, entitled
"Municipal Corporations", and

WHEREAS, the Mayor and Council of Chestertown is desirous of annexing
certain lands contiguous with the Town, and the proposed annexation will not create
any unincorporated area which is bounded on all sides by real property presently
within the corporate limits of the Town, real property proposed to be within the
corporate limits of the Town as a result of the annexation, or any combination of such
properties, and

WHEREAS, the Mayor and Council of Chestertown has obtained the consent of
more than 25% of the registered voters in the area to be annexed, and the owners of
more than 25% of the assessed value of the area to be annexed have petitioned the
Mayor and Council of Chestertown to be annexed, and,

WHEREAS, an outline for the extension of services and public facilities has
been provided and is available for public review and discussion at public hearings to
be held.
