H.B. 25                                                   VETOES

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(a)     There is a Task Force on Access to Mental Health Services.

(b)     The Task Force consists of the following members:

(1)     Two members of the Senate of Maryland, appointed by the President
of the Senate;

(2)     Two members of the House of Delegates, appointed by the Speaker of
the House;

(3)     The Secretary of Health and Mental Hygiene or the Secretary's
designee;

(4)     The Maryland Insurance Commissioner or the Commissioner's
designee;

(5) The Executive Director of the Maryland Health Care Commission or
the Executive Director's designee;

(6) The Special Secretary for Children, Youth, and Families or the
Special Secretary's designee;

(5) (7) (5) The following members appointed by the Maryland
Insurance Commissioner:

(i) One representative of the commercial health insurance
industry;

(ii) One representative of a commercial health maintenance
organization; and

(i) Three representatives of carriers offering health care coverage
in the commercial market;

(ii) A representative of the business community; and

(i) One representative of the commercial health insurance industry;

(ii) One representative of a commercial health maintenance
organization; and

(iii) One representative of the managed behavioral health care
industry; and

(6) (8) (6) The following members appointed by the Secretary of
Health and Mental Hygiene:

(i) One representative of the Maryland Hospital Association;

(ii) One representative of the Mental Health Association of
Maryland;
