(4) An annual tax is imposed on all assessable property in the State in rate
and amount sufficient to pay the principal of and interest on the bonds, as and when
due and until paid in full. The principal shall be discharged within 15 years after the
date of issue of the bonds.
(5) (a) Prior to the payment of any matching grant funds under the
provisions of Section 1(3), Items ZA00 through ZB02 ZD01 ZC01 above, grantees shall
provide and expend matching funds as specified. No part of a grantee's matching fund
may be provided, either directly or indirectly, from funds of the State, whether
appropriated or unappropriated. Except as otherwise provided, no part of the fund
may consist of real property, in-kind contributions, or funds expended prior to the
effective date of this Act. In case of any dispute as to what money or assets may
qualify as matching funds, the Board of Public Works shall determine the matter, and
the Board's decision is final. Except as otherwise provided in this Act, grantees have
until June 1, 2005, to present evidence satisfactory to the Board of Public Works that
the matching fund will be provided. If satisfactory evidence is presented, the Board

grant equal to the lesser of (i) $500,000 or (ii) the amount of the
matching fund provided, to the Board of County Commissioners
of Charles County for the planning, design, reconstruction, and
capital equipping of a swimming pool and related facilities, to be
located at Thomas Stone High School at 3785 Leonardtown
Road in Waldorf (Charles County)................................................
(AY) TuT's Place. Provide a grant equal to the lesser of (i) $175,000
or (ii) the amount of the matching fund provided, to the Board of
Directors of TuT's, Inc., for the renovation, reconstruction, and
capital equipping of a residential group home for adolescents,
located in Baltimore. Notwithstanding the provisions of Section
1(5) of this Act, the matching fund may include real property, in
kind contributions, or funds expended prior to the effective date
of this Act (Baltimore City)............................................................
(AZ) Whitman Walker Clinic. Provide a grant equal to the lesser of
(i) $200,000 or (ii) the amount of the matching fund provided, to
the Board of Directors of Whitman Walker Clinic, Inc. for the
planning and design of a facility to be located in the Takoma
Park/Silver Spring area to house the Whitman Walker Clinic,
which provided services to people with HIV/AIDS (Montgomery

(BA) Youth and Civic Center. Provide a grant equal to the lesser of (i)
$217,500 or (ii) the amount of the matching fund provided, to
the Wicomico County Council for the planning, design,
construction, and capital equipping of a catering kitchen in the
Wicomico Youth and Civic Center, located at 500 Glen Avenue
in Salisbury. Notwithstanding the provisions of Section 1(5) of
this Act, the matching fund may include in kind contributions
or funds expended prior to the effective date of this Act
