(A)    New Library. Provide funds for additional design and for the
construction of a new library, provided that the total project cost
may not exceed $56,130,000 , provided that up to $2,500,000 of
this appropriation shall only be expended for outside
construction management services. The university shall
determine the extent of management services to be utilised for
this project, provided that the services shall include, and not be
limited to, a construction management agent for the delivery of
the project. Before the project goes to bid, the university shall
provide a report to the budget committees and the Board of
Public Works on the use of construction management services
for the project and the projected cost of the services. The budget
committees shall have 45 days to review and comment on the

construct utility upgrades on the Morgan State University
campus, provided that no funds may be expended for planning,
design, or construction until the Part I program plan has been
