(A) Community College Project Funds. Provide funds to assist the
subdivisions in the acquisition of property and in the design,
construction, renovation, and equipping of public and regional
community college buildings, site improvements, and facilities.
The funds appropriated for this purpose shall be administered
in accordance with Section 11-105(i) of the Education Article,
provided that $1,035,000 of this appropriation shall only be used
for planning and beginning alterations and additions to
Harford Community College's Bel Air Hall and that $721,000 of
this appropriation shall only be used for planning Howard
Community College's Student Services Building (Statewide)......         40,850,000
