passage of this budget to supplement the
appropriation for fiscal year 2003 to
provide funds for increased salary costs
for ongoing operations including the
beltway sniper incident and state of
emergency snowstorm. This appropriation
shall be allocated among the various
programs by approved budget
amendment.
