General Fund Appropriation, provided that
this appropriation shall be reduced from
the Baltimore City Community College
amount shown above by $2,510,014
contingent upon the reduction to the fiscal
year 2003 appropriation for the support of
State operated institutions of higher
education.

Further provided that the appropriation
herein for the University System of
Maryland institutions and office shall be
reduced by $36,317,718 $2,000,000
$4,700,176 in general funds. The
allocation of the reduction shall be
determined by the Board of Regents and
may not exclude the system office. The
reduction to the system office,
expressed as a percentage of its fiscal
2004 allowance, shall be greater than
or equal to the average reduction
allocated to the system institutions.
The Board of Regents shall report to the
budget committees by July 1, 2003, the
allocation of the reduction and the
rationale used to make the allocation. The
budget committees shall have 45 days to
review and comment on the allocation.
