funds to begin construction of the
Bethesda to Silver Spring segment of the
Purple Line until: (1) MTA has completed
a Draft Environmental Impact Statement
(DEIS) demonstrating the feasibility of
constructing the Prince George's County
segment of the Purple Line; and (2) has
submitted to the budget committees a
report on the findings of the DEIS. The
budget committees shall have 15 days to
review and comment on the report from
the date of its receipt.

Provided that the Maryland Transit
Administration (MTA) shall provide to the
budget committees no later than July 1,
2003, a letter which explains the process
