Provided that the Maryland Transit
Administration (MTA) shall provide a
report to the budget committees by
October 15, 2003, that (1) identifies the
steps that MTA is taking to fill the
high-level security management and
security-related positions that are
currently vacant in the Administration,
including Director of Safety and Risk
Management, Chief Safety Officer,
System Safety Officer, Document Control
Officer, Metro Safety Officer, and
Manager of Bus Operations, and thus to
ensure that MTA has an experienced team
in place that can guide the development
and implementation of a comprehensive
safety improvement program; (2)
identifies the steps MTA is taking to
introduce systems and procedures
recommended in the "Final Report on
Wheel Failures on Buses Operated by the
Maryland Transit Administration" (e.g.,
introducing configuration management
systems and comprehensive mechanic
training programs, adopting a
computer-based safety incident analysis
system, conducting regular audits to
ensure compliance with the provisions of
the System Safety Program Plan, and
developing a hazard analysis program
etc.); and (3) identifies the costs
