AN ACT concerning:
Baltimore County Code, 1988 - Fourth Enactment
FOR the purpose of enacting the Baltimore County Code, 1988 and adding one article
to the Baltimore County Code, to be designated and known as "Article 7. Public
Ethics and Open Government", to revise, restate, and recodify the laws of the
County relating and pertaining to public ethics and open government; repealing
the county open meetings law; adopting the State Open Meetings Act; Limiting
the distribution of advisory opinions; protecting the identity of a certain
complainant; amending the application of certain participation prohibitions;
requiring the Ethics Commission to adopt certain regulations; repealing a
certain exemption for religious organizations; repealing a certain exemption
from the requirement to file a lobbying registration; requiring certain persons to
engage in due diligence with regard to certain reports; repealing the authority of
the Ethics Commission to establish copying fees; prohibiting certain ex parte
communications with regard to certain matters; defining and amending the
definitions of certain terms; providing for the construction and application of
this Act; providing for the continuity of terms of certain officials, the status of
certain transactions and employees, rights, titles, and interests, licenses,
registrations, certifications, and permits; providing for a contingent effective
date for a portion of this Act; and generally relating to the laws of the County.
