VETOES
(g) Funding for this pilot program shall be included in the Administration's
annual budget. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000. It shall remain effective for a period of 3 years and, at the end of
September 30, 2003, with no further action required by the General Assembly, this
Act shall be abrogated and of no further force and effect.

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 866 - Teachers' Retirement and Pension Systems - Employment by
Private Contractors. This bill allows a member of the Teachers' Retirement System or Teachers' Pension
System who is hired by a third-party contractor to work in a reconstituted school to
withdraw his or her previous member contributions while employed by the contractor.
The member may redeposit those contributions plus regular interest and restore the
service credit if the member returns to employment with a board of education. The
member may also purchase up to five years of service credit at less than full actuarial
cost of employment with the private contractor. House Bill 1297, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
