DETERMINATIONS. (2) THE RECORDS OF THE RESOLUTIONS, TRANSACTIONS, FINDINGS,
AND DETERMINATIONS OF A PLANNING COMMISSION SHALL BE OPEN TO THE
PUBLIC. 3.04. [Staff; consultants; expenditures; director of planning and zoning for Cecil
County] GENERAL POWERS OF THE PLANNING COMMISSION. (A) (1) A PLANNING COMMISSION MAY ACCEPT AND USE GIFTS AND PUBLIC
OR PRIVATE GRANTS FOR THE EXERCISE OF ITS FUNCTIONS. (2) ON A PLANNING COMMISSION'S REQUEST, ALL PUBLIC OFFICIALS
SHALL FURNISH TO THE COMMISSION WITHIN A REASONABLE TIME AVAILABLE
INFORMATION THAT THE COMMISSION MAY REQUIRE FOR ITS PROGRAM. (3) IN THE PERFORMANCE OF THEIR FUNCTIONS, A PLANNING
COMMISSION, ITS MEMBERS, ITS OFFICERS, AND ITS EMPLOYEES MAY ENTER ON
ANY LAND AND MAKE EXAMINATIONS AND SURVEYS. (4) A PLANNING COMMISSION SHALL HAVE THE POWERS NECESSARY TO
ENABLE IT TO FULFILL ITS FUNCTIONS, PROMOTE PLANNING, AND EXECUTE THE
PURPOSES OF THIS ARTICLE. [(a)] (B) (1) [The] A PLANNING commission may appoint the employees
necessary for its work, and may contract with planners, engineers, architects, and
other consultants for services that the commission requires. (2) (I) The expenditures of [the] A PLANNING commission, exclusive of
gifts, shall be under the conditions and within the amounts appropriated for the
purpose by the local legislative [body which] BODY. (II) THE LOCAL LEGISLATIVE BODY shall provide the funds,
equipment, and accommodations necessary for the PLANNING commission's work.
