(c) (1) An original or substitute commemorative plate may only be issued
under this section for a fixed period of 2 consecutive years after its initial issuance.
(2) The Administration may only issue 1 commemorative plate under
this section at any one time.
Chapter 3 of the Acts of the First Special Session of 1992, as amended by
Chapter 91 of the Acts of 1994, Chapter 356 of the Acts of 1996, and Chapter
141 of the Acts of 1998
SECTION 3. AND BE IT FURTHER ENACTED, That, notwithstanding the
provisions of § 13-618(c) of the Transportation Article, the Motor Vehicle
Administration shall extend the Chesapeake Bay Commemorative Plate Program
until July 1, [2000] 2002.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2000.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 21 - Military Service Credit - Membership in Maryland National
Guard.
This bill provides members of the State Retirement and Pension System with four
months of military service credit for each year of service with the Maryland National
Guard with up to a maximum of 36 months of military service credit for Maryland
National Guard service.
House Bill 897, which was passed by the General Assembly and signed by me today,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 21.
