SECTION 2. AND BE IT FURTHER ENACTED, That the provisions of this Act
may not be construed to preempt or conflict with the provisions of Title 4, Subtitle 3 of
the Health - General Article.
SECTION 3. AND BE IT FURTHER ENACTED, That the General Assembly
encourages counties and municipal corporations to review their privacy policies and
data security safeguards and conform their practices to those set forth in § 10-624(c)
of the State Government Article as enacted by Section 1 of this Act.
SECTION 3. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2000.

AN ACT concerning
Electronic Government Initiative
FOR the purpose of requiring the Secretary of Budget and Management to establish a
implement a certain time line for certain units of the Executive Branch of State
government to make information and services available to the public over the
Internet; providing for certain exceptions; requiring the Secretary to establish
certain guidelines; requiring certain units of the Executive Branch to submit
certain plans; requiring the Chief of Information Technology to review certain
plans; requiring the statewide information technology master plan to include
standards to assure nonvisual access to information and services made available
to the public over the Internet under certain circumstances; and generally
relating to State information technology policies.
BY repealing and reenacting, with amendments,
