AN ACT concerning
Alcohol and Drug Treatment to Work Pilot Program
FOR the purpose of establishing a pilot program the Alcohol and Drug Treatment to
Work Pilot Program for selected individuals from certain jurisdictions who have
completed inpatient alcohol or drug treatment programs to receive certain
training or employment under certain circumstances; requiring the Alcohol and
Drug Abuse Administration to adopt regulations regarding the selection of
participants and the administration of the pilot program; limiting the number of
participants; requiring a certain number of participants to be from certain
counties; describing certain employment and training for which participants are
eligible; providing for the funding of the pilot program; requiring the
Administration to make certain payments; requiring the Administration to
make a certain report to the Governor and the General Assembly at the
conclusion of the pilot program; providing for a the termination date of this Act;
and generally relating to the program Alcohol and Drug Treatment to Work Pilot
Program.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(a) The Alcohol and Drug Abuse Administration shall establish a 3-year pilot
program the Alcohol and Drug Treatment to Work Pilot Program that provides 1 year
of training or employment to 18 to 34 year old individuals who are 18 to 34 years of
age and who have completed an inpatient drug or alcohol treatment program?;
(b) The Administration shall adopt regulations to select participants and
administer the pilot program.;
(c) Participation shall be limited to 500 100 individuals as follows:
(1) 80 percent of participants shall be from Baltimore City and Prince
George's County; and
(2) 20 percent of participants shall be from Allegany, Dorchester,
Somerset, Wicomico, and Worcester counties.;
(d) An individual selected for the pilot program shall be eligible to receive the
following training or employment as long as the individual continues to participate in
outpatient drug or alcohol treatment:
(1) Training to become a Certified Lead Abatement Technician; or
(2) Full-time employment with a State government contractor in
housing inspection or lead abatement services?;
