CONSTITUTES A FILM PRODUCTION ACTIVITY AND WHAT CONSTITUTES TANGIBLE
PERSONAL PROPERTY AND TAXABLE SERVICES USED DIRECTLY IN CONNECTION
WITH A FILM PRODUCTION ACTIVITY. SECTION 2. AND BE IT FURTHER ENACTED, That the Department of
Business and Economic Development shall conduct a study and report to the General
Assembly on or before December 1, 2001, in accordance with § 2-1246 of the State
Government Article, on: (1) the preliminary economic impact of the sales and use tax exemption
created under this Act; (2) the potential economic impact on the State's film and video
production industry of allowing a credit against the State income tax for a percentage
of the wages paid for Maryland film and video productions; and (3) the actual impact experienced in other states in which similar income
tax credits have been enacted. SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2000. Approved May 11, 2000.
CHAPTER 433
(House Bill 933) AN ACT concerning Task Force on Resource Based Industry in Maryland - Establishment FOR the purpose of establishing a Task Force on Resource Based Industry in
Maryland to examine the need for, and the feasibility of, establishing a certain
financing development authority; requiring the Task Force to submit a certain
report on or before a certain date; providing for the membership of the Task
Force; requiring the President of the Senate and the Speaker of the House
jointly to appoint the co-chairs of the Task Force; requiring the Department of
Legislative Services, in consultation with the Department of Business and
Economic Development, to staff the Task Force; providing that a member of the
Task Force may not be compensated but may receive travel expenses; and
generally relating to establishing a Task Force on Resource Based Industry in
Maryland. SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That: (a) There is a Task Force on Resource Based Industry in Maryland. (b) The Task Force shall consist of the following members:
