(9) State Board of Well Drillers (§ 13-201 of the Environment Article); (10) the Tobacco Authority (§ 7-201 of the Agriculture Article); AND (11) Maryland Home Improvement Commission (§ 8-201 of the Business
Regulation Article)[; and (12) State Board of Inspection of Horse Riding Stables (§ 2-701 of the
Agriculture Article)]. (e) On or before November 30 of the 2nd year before the evaluation date of a
governmental activity or unit, the Legislative Policy Committee, based on a
preliminary evaluation, may waive as unnecessary the evaluation required under this
section. (M) EXCEPT AS OTHERWISE PROVIDED IN SUBSECTION (E) OF THIS SECTION,
ON OR BEFORE JULY 1, 2005, AN EVALUATION SHALL BE MADE OF THE MARYLAND
HORSE INDUSTRY BOARD AND THE REGULATIONS THAT RELATE TO THE MARYLAND
HORSE INDUSTRY BOARD. Chapter 416 of the Acts of 1998 SECTION 2. AND BE IT FURTHER ENACTED, That, SUBJECT TO § 2-1246 OF
THE STATE GOVERNMENT ARTICLE, the Maryland Horse Industry Board shall report
to the Senate Finance Committee [and], the Senate Budget and Taxation Committee,
the House Ways and Means Committee, and the House Appropriations Committee
THE HOUSE WAYS AND MEANS COMMITTEE, AND THE HOUSE APPROPRIATIONS
COMMITTEE by September 30, 2001 regarding: (1) the activities, revenues, and expenditures supported by this Act; (2) ANY ADDITIONAL STAFF NEEDS FOR THE NEW FUNCTIONS OF THE
BOARD OR CHANGES IN LICENSING AND INSPECTIONS; (3) THE BOARD'S REVIEW OF AND PROPOSED CHANGES TO THE
STRUCTURE OF ITS FEES TO COVER THE BOARD'S REGULATORY EXPENSES; AND (4) A LONG-TERM FINANCING MECHANISM FOR THE BOARD THAT
WOULD PROVIDE FOR ALL COMPONENTS OF THE HORSE INDUSTRY TO SUPPORT THE
EXPANDED FUNCTIONS OF THE BOARD. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2000. Approved May 11, 2000.
