SECTION 9. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that telephone betting, as authorized under § 11-805 of the Business
Regulation Article, be implemented in the State in the year 2000, and that the
Maryland Racing Commission, subject to § 2-1246 of the State Government Article,
shall report to the House Committee on Ways and Means and the Senate Finance
Committee by August 15, 2000 on the status of regulations to administer telephone
betting.
SECTION 7. 8. 10. AND BE IT FURTHER ENACTED, That Section 6 shall
remain effective for a period of 1 year and, at the end of June 30, 2001, with no
further action required by the General Assembly, Section 6 shall be abrogated and of
no further force and effect. SECTION 8. 9. 11. AND BE IT FURTHER ENACTED, That Section 3 of this Act
shall take effect July 1, 2001. SECTION 4. 9. 10. 12. AND BE IT FURTHER ENACTED, That this Act,
except as provided in Section 8 11 of this Act, shall take effect June 1, 2000, contingent of the taking effect of Chapter_(S.B._) (01r2538) of the Acts of the General Assembly of 2000, and if Chapter ___ does not become effective, this Act shall be null and void without the necessity of further action by the General Assembly

CHAPTER 310
(Senate Bill 823) AN ACT concerning Creation of a State Debt - Montgomery County - Rehabilitation Opportunities FOR the purpose of authorizing the creation of a State Debt not to exceed $1,000,000
$500,000, the proceeds to be used as a grant to the Board of Directors of
Rehabilitation Opportunities, Inc. for certain development or improvement
purposes; providing for disbursement of the loan proceeds, subject to a
requirement that the grantee provide and expend a matching fund; and
providing generally for the issuance and sale of bonds evidencing the loan. SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That: (1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Montgomery
County - Rehabilitation Opportunities Loan of 2000 in a total principal amount equal
to the lesser of (i) $1,000,000 $500,000 or (ii) the amount of the matching fund
provided in accordance with Section 1(5) below. This loan shall be evidenced by the
issuance, sale, and delivery of State general obligation bonds authorized by a
