General Fund Appropriation, provided
that no funds may be expended until
the Departments of the Environments
Health and Mental Hygiene, and
Housing and Community
Development, in cooperation with the
City of Baltimore, have prepared a
comprehensive and strategic plan for
the administration and effective use
of these funds. The plan should
clearly identify the lead agency which
will direct the State's efforts. The plan
should also provide information by
jurisdiction on the extent of the lead
paint problem and the amount of
resources directed to abatement,
enforcement, screening. and
environmental testing. The budget
committees shall have 30 days to
review and comment on the plan.
